Andalusia’s tourism rules require registered tourist apartments to be handed over properly cleaned between stays, and the regional tourism law treats a cleanliness or hygiene deficiency as an infraction that can carry a fine. The exact figures depend on the case, but the principle is clear: a dirty establishment is not only a reputational risk, it is a compliance risk.

For food businesses the bar is higher still. Cafés, restaurants and bars fall under food-hygiene regulation, where surfaces, floors and equipment must be kept in a demonstrably sanitary state — and inspections do happen.
